More than 19,000 schools in Punjab are serving the midday meal to the students by purchasing the cooking material on credits. For more than three months in a row these schools have received no grant from the Punjab government for midday meals.Even the payment of cooking staff post July have not been made by the government. Short on funds, the schools in the state were forced to ask the teachers to arrange the funds or contribute from their own salary in order to keep the scheme running. Schools gave teachers reassurance that their money will be reimbursed. According to the teachers, the shops schools have been purchasing the items on credit have given them the ultimatum and if government did not release the funds, the scheme might be discontinued.Last time government released the grants for the midday meal in the month of May and schools did not receive any grants for the months of June, July, August and September so far.“Although grains are provided directly to schools, vegetables, salt, pulses, oil, fuel etc. are purchased by the schools with a midday meal grant and the payments of the cooking staff are also made from the grant only,” said a Jalandhar-based government school teacher.“We are thankful to our kirana shop (grocery shop) owners who are still providing us required things to cook, otherwise the scheme would have been closed three months back,” said one District Education Officer.

To make people aware of dangers of ragging UGC is holding a film-making contest



UGC is all set to hold a film making contest in an attempt to spread the awareness about the ill practice of ragging and its harmful consequences.A letter in same regard was issued by the UGC to all the vice-chancellors of the university and higher education institutions.According to the reports of HT, the commission will constitute an expert committee which will select the best three films from the entries and awards of Rs 5 lakh, Rs 3 lakh, and Rs 2 lakh, respectively, would be given to the chosen best films.According to the rules the film will be a property of UGC but the credits will be given to the maker of the movie. These movies will be uploaded on the website of the UGC. “The university can promote its students and faculty to develop films on ragging. The entries could be from the university departments and affiliated colleges. The universities, through an internal selection procedure, will select the best entries to be sent to UGC. The films may be documentary/fiction films of about 5-10 minutes,” read the letter by Dr Pankaj Mittal, additional secretary, UGC. Institutes have been asked to participate in the initiative and send the best three entries from their university and institution to the UGC by November 30.“The UGC has also taken several steps, including effective launch of media campaign, for preventing ragging. Films in ragging are also uploaded on UGC website for use by higher education Institutions,” reads the letter.

English Medium Education proposed in SDMC schools



A proposal to impart education in English Medium from nursery and onwards in SDMC schools is proposed by an SDMC panel. With this move the panel is seeking to counter the competition from government schools of Delhi.Under the chairmanship of Sunil Sahdev, the Education Committee of the South Delhi Municipal Corporation (SDMC) discussed number of issues related to the primary schools. Mr Sahdev said the proposal has been made “keeping in mind the demand from parents and advancement of technology and education system in fast-changing times”. “All SDMC schools should be allowed to have one English-medium section in the school. The schools which at present do not having provision for it, will start English medium from nursery and one section from Class-I”, Mr Sahdev was quoted as saying in an SDMC statement.In future the demand for the English medium education will only increase and the students seeking the education in English Medium will also increase so, the number of sections can be increased for such classes, SDMC said.“The prescribed admission rules and regulations will be followed. Children who have studied in nursery class in SDMC schools will be considered for admission in class-I. It is obvious that progressively this English medium section of class-I will reach up to class-V in five years. Subjects in each class of English-medium will be taught as per the practice followed by the Directorates of Education of Delhi government, in their schools,” civic body said.

UGC soon to invite applications for the ‘Institutions of Eminence’



The University Grants Commission (UGC) will start inviting the applications from the institutes of higher education this week. Institutes which are interested in entering the top 100 can apply for the same.Higher Education Secretary K K Sharma said on Tuesday that the window for the applications will remain open for the duration of three months. Once the deadline expires, an empowered committee will evaluate all the entries and then finalize the names of 20 institutions by the March next year. These institutes will be declared as the ‘Institutions of Eminence’. These institutions are proposed to have greater autonomy as compared to other higher education institutes. For example, these institutes will be free to decide their fee for the national and foreign students and can have course duration and structure which suits them the best.They will also be exempted from seeking the government approval before collaborating with the foreign universities except for the institutions which are based in MEA and MHAʼs list of negative countries.Once identified their target would be to break in top 500 bracket in world ranking and eventually in 10 year time in top 100.

When it comes to producing employable graduates, two premier institutes of India IIT Delhi and IIT Bombay found their place in the top 200 institutes in the QS Graduate Employability Rankings.The rankings were released on Monday night and both the institutes are in the band of 191-200 band on global scale.In terms of alumni outcomes indicator, DU is in top league.Alumni outcomes indicator indicates how successful a university is at producing the ‘highly achievable graduates’.DU scored 96.6 out of 100 on the alumni scale which is 21 best score in the world. “These results indicate that universities cannot rely on reputation alone. They also need to ensure that they are committed to innovative teaching methods, proactively forge relationships with businesses, and provide numerous opportunities for students to meet potential future employers,” Ben Sister, research director, QS, said in a press release shared on Monday. Overall, the first place was bagged by the Stanford University in graduate employability rankings followed by University of California in Los Angeles and Harvard University.From India apart from IIT Delhi, IIT Bombay and DU IT Madras, IIT Kanpur, IIT Kharagpur, University of Mumbai, Indian Institute of Science also featured in the rankings.

The days of inconveniences for the students of Mumbai University are not over yet as the university still have to declare the results of 8 disciplines.This year the University has missed several deadlines which caused thousands of students of the university a huge inconvenience.“Till August 10, 180 results were declared by the MU. Since then, the university administration as well as the assessment staff have upped their efforts and results of 469 disciplines are out. With this, the results of 3,95,790 students are out while another 57,099 students will get their results soon,” said MU acting VC Dr Devanand Shinde. “Except commerce and IDOL (Open and Distance Learning), results of (other) disciplines and subjects are out. The other subjects include arts, management, technology, law and science where only a small number of papers are yet to be assessed. The University had held 477 exams of various disciplines in its first session,” it stated. The university has also received more than 20,000 applications for the revaluation of the papers and more than 4000 requests seeking the photocopies of the assessment papers.“Besides that, the varsity has given results to 2,630 students on a priority basis as they had applied for universities abroad and needed early results. The results were given on the condition of secrecy, which means the students were asked not to disclose their results,” the varsity said.

The Madras High Court directed the Tamil Nadu government to issue no objection certificate to open Jawahar Navodaya Vidyalayas (JNVs) in the state and said that the state government should not fear that through these schools Hindi language will be forced upon students of the state.According to the reports from The New Indian Express, Justices K K Sasidharan and G R Swaminathan of the Madurai Bench of the Madras High Court order the state to issue NOC for the JNVs within eight weeks.The Central government counsel also made it clear that in JNVs state languages are taught to the students from class 6 to 8 and further made it clear that students of the state will be free to choose the Tamil as an optional subject in class 11 and 12 and Hindi will not be forced upon the students in any way. Earlier, this year in March, Madras High Court issued notices to the Tamil Nadu government and Ministry of Human Resource Development (MHRD) as it was hearing a Public Interest Litigation (PIL) asking to set up JNVs in the state. The petition was filed by Kumari Mahasabha Secretary Jayakumar Thomas. The petition filed in the court said “JNV schools are boarding schools with classes being conducted from class 6 to 12. These schools also give priority to students from rural areas during admission. The petitioner also added that while no fee is charged to students for classes 6 to 8, the schools board charges a minimal fee of Rs. 200 to students of classes 9 to 12.” The JVV samiti responded to the petition and said that there is no co-operation from Tamil Nadu government for setting up JNVs in the state.Thomas asked that if KVs which conduct the classes in Hindi are allowed to run in the state then why JNVs are not permitted too.

For the past six months The Film and Television Institute of India (FTII) has been functioning without the head. The tenure of the former Chairman, Gajendra Chauhan, ended on March 3 this year.It is the responsibility of the FTII society to elect the Governing Council and the Academic Council. Both the councils are responsible for taking important decisions related to the administrative and academic matters. Chauhan was appointed for the post in June 2015, but due to protest against him by the students he could only assume the office in January 16. Meanwhile, the officials from FTII and the Information and Broadcasting (I&B) Ministry have been tight lipped about when the appointment will happen and which personnel are being considered for the post.When asked about the reconstitution of the FTII Society under the Right to Information Act both offices refused to share the information.I&B ministry said that the communication over the issue in possession of the FTII and can be obtained from there, I&B said that disclosure of the communication may “prejudice the appointment itself”.Disposing off an appeal filed in this regard, FTII Registrar Varun Bhardwaj said, “FTII is not authorized to disclose the relevant proposal, as it is under submission to the ministry. In any case, disclosing information at this stage is reasonably likely to prejudice the appointment process itself. Secondly, the sought information also includes personal information which would cause unwarranted invasion of privacy of individuals at this stage.”

For failing to devise a mechanism to treat the large quantities of waste generated and for not complying with the environmental laws, The National Green Tribunal imposed a penalty on the Delhi Technological University (DTU).A penalty of INR 25,000 was imposed on the educational body by the bench headed by NGT Chairperson Justice Swatanter Kumar for not taking the protection of ecology into the account.“Noticee submits that they have received the show cause notice and they have taken steps as were required. However, it is a continuous process and it is assured by the counsel on behalf of noticee that in future also they will comply with all steps and install requisite anti- pollution devices. "The payment should be made within two weeks to Delhi Pollution Control Committee, failing which the same shall be recovered as arrears of land revenue by the concerned,” the bench said. Earlier, NGT also imposed an environment compensation of INR 25,000 each on Vivekananda Mahila College, Shaheed Sukhdev College of Business Studies and Shyam Lal College for similar reasons and directed them to install anti-pollution devices within three months.The committee further said that in the event of default, these colleges will be liable to pay environmental compensation of INR 5 lakh and shut down.

According to the country’s higher education regulator, the government’s ‘Institutions of Eminence’ will be free to admit more foreign students, fix their fees and ink collaboration with the foreign universities without the prior approval from the government of India.As of now, the government has declared a total of 10 institutes as 'Institutions of Eminence’.According to the new guidelines framed by the University Grants Commission (UGC) for the 'Institutions of Eminence’, these institutes will be free to add additional foreign students on merit subject to 30 percent of the strength of admitted domestic students. “Academic collaborations with foreign higher educational institutions ranked in top 5OO in global rankings would be exempt from government approvals except with institutions from negative list of countries determined by the Ministry of External Affairs/Ministry of Home Affairs,” a senior UGC official said. “The Institutions of Eminence shall have complete flexibility in fixing of curriculum and syllabus, with no UGC mandated curriculum structure. They will also have freedom to offer online courses as part of their programs with the restriction that not more than 20 per cent of the course should be in online mode. However, this 20 per cent restriction would not preclude the institutions from offering certificate courses entirely through online mode,” the senior UGC official said.“These 10 institutions would be a mix of technical institutions, management and arts institutions and central universities. They should figure in the top 50 of the ranking in their category under the latest National Institution Ranking Framework (NIRF),” the official added.

Amid all the chaos and delays in declaring the results of the undergraduate and postgraduate exams, the fact, the despite the red flag raised by the the office of university chancellor and Governor of Maharashtra, Ch Vidyasagar Rao, the university went ahead with the on-screen assessment process.The delay in the results was anticipated by the chancellor’s office because scanning 18 lakh copies for assessment would be time consuming task. Almost a week before, the university appointed the agency for the on-screen assessment of the answer sheets, the chancellor’s office wrote to the vice-chancellor Sanjay Deskmukh in which the possibility of a delay in announcing the results was mentioned. The governor has asked for a factual reports on the issue of implementing on-screen assessment, appointing the agency for the task and delay in the assessments.“We wanted a fair inquiry, which is why the committee members were not from within the NIOS system. They submitted their findings about 20 days ago, based on which I have recommended a proper investigation,” said Sharma.

After the brutal murder of a student in Gurgaon, the education department of Lucknow has asked the schools to take strict measures to ensure the safety of children and also asked to ban the use of smartphones by drivers and conductors.Schools have also been asked to ensure that children do not bring any sharp edged instrument along with them in school transport. The orders came after a school boy was found murdered in Gurgaon School. The dead body of the boy was found in the school toilet with his throat slit. As of now, police have arrested the school conductor in relation to the case. District Inspector of Schools Mukesh Kumar Singh told PTI that the use of smartphones by the drivers and conductors have been banned many times because many times smartphones are used to show objectionable content to the children.“We have also asked schools to ensure that sharp edged items are not there is school vehicles. This will be ensured by checking both by schools and the department,” the DIOS said.

'Blue Whale Challenge’ is an online dare game which has been linked to the deaths of various teens across the world. Guardians of the children have also been warned to keep an eye on their ward to make sure that they are not engage in the game at home. The orders came after the reports of 14 year old boy, Adityan Vardhan, hanging himself in his room in Indira Nagar became public. His death was linked to the game 'Blue Whale Challenge’.“Use of smart phones by students in schools has been banned. For this, directives are being issued to randomly check students while teachers and parents have also been asked to monitor activities of children,” District Inspector of Schools Mukesh Kumar Singh told PTI.“We are also asking school authorities to randomly check students. If a child appears tense or abnormal, it should immediately be noticed and he should be counseled”, he said.Director General of Police Sulkhan Singh has also asked the officials to be in contact with the school authorities to make sure that children are being prevented from playing the game.“Taking cognizance of the suicides, the Information Technology Ministry had also directed social media giants such as Facebook, Google and Instagram to remove links of the controversial game from their sites,” the DGP said.

“It is not acceptable to us, since we feel that this is a clear attempt of saffronization of education,” said West Bengal Education Minister Partha Chatterjee.The West Bengal government refused to follow the orders of the University Grants Commission in which asked all the vice chancellors of universities and heads of higher educational institutions to provide the facility to teachers and students to see the Prime Minister’s address on September 11.On the contrary, West Bengal Education Minister Partha Chatterjee said that this is the attempt of the government to saffronise the education system. West Bengal Education Minister Partha Chatterjee said “The Centre cannot do it without informing or without taking the concurrence of the state government concerned. It is not acceptable to us, since we feel that this is a clear attempt of saffronisation of education. The colleges and universities in the state got puzzled by the UGC circular and they approached us regarding it. I clearly told them that there is no necessity to adhere to the UGC directive”. “There has been no discussion with the state government regarding this matter. Jharkhand state aims to achieve full literacy rate by the year 2020 said, Jharkhand Chief Minister Raghubar Das.Speaking on the occasion of International Literacy Day said that about 32 lakh people have become literate in the state under his government rule.Das said “the state has set a target of 2020 in order to be fully literate, two years prior to Prime Minister Narendra Modiʼs target of 2022 to make everyone in the country literate”. According to the CM, censes of 2011 shows the literacy rate of state at 66.41 percent which highlights the challenge which the state is facing with regard to its literacy rate. He pointed that only through literacy it possible to have a complete development of the state and said “Jharkhand needs to achieve full literacy even among its woman and the tribal population. He said that though the target has been set, the goals can only be achieved if the society puts in a helping hand”.The Chief Minister also urged the literate population of the state to contribute in teaching the illiterate masses of the state so that the target of making the full state literate can be achieved soon.

Delhi HC issues notice to schools for the lack of facilities in government schools



In response to a plea, the Delhi HC recently issued a notice to the Centre, the Delhi government and the CBSE. The plea claimed that facilities in the Delhi government schools are inadequate at the senior secondary level.The court asked the authorities to file their replies and scheduled the next hearing on November 28.The plea was filed by Yusuf Naqi, according to which lack of facilities meant that students were unable to choose a profession of their choice. The plea mentioned that there are 41 government schools in the Central Delhi and only two of them are offering the Science as a stream. As a result of this, children who want to study science have to travel outside their districts to the institutions which are sparsely located and overcrowded. The plea said that according to the government records “there were shadow pockets in different regions of Delhi, where the schools did not offer science and commerce stream in their academic curriculum”.Such a non-uniform distribution of the schools is nothing less than the injustice and prejudice to the students.The plea further said, the court can issue directions to the authorities to submit a blueprint of the solution within 15 days. The plea also said that authorities could provide free transportation facility to the students who have to travel more than 3km and provide a minimum relaxation of 20% in minimum attendance.

The Gujarat Secondary and Higher Secondary Education Board (GSHSEB) will hold the training sessions for the teachers in which the board will train the teachers on how to evaluate the answer sheets. For this purpose, the board has also prepared a presentation of “common errors” and “model rules”. For the training purpose the evaluators will be called for one day training in batches. The training is scheduled to be conducted this month at the GSHSEB headquarters in Gandhinagar. It was reported by the Indian Express on August 24 that nearly 8000 teachers committed mistakes while evaluating the answer sheets and most of the errors were related to summation of marks.The decision to conduct a training session was taken by the board after series of meetings and the board has also been receiving the complaints from parents and students about the discrepancies in evaluation.“The need of such training was realized as the representations were increasing over time. This came as a solution after meetings of the examination committees and consultation with the subject experts. The teachers will be shown the common errors made while checking answers, and the manner in which an answer sheet should be evaluated,” said GSHSEB chairman A J Shah.

Delhi High Court seeks response from government over uneven distribution of education streams in schools



The Delhi high court is seeking the response from the AAP government and center over the plea which alleged that there is alarmingly uneven distribution of science and commerce streams in the government schools.A notice in this regard was also issued by the Acting Chief Justice Gita Mittal and Justice C Hari Shankar to CBSE.The bench has asked the city government, the center and CBSE to file affidavits on the matter and further hearing on the case is scheduled on November 28. The plea, which is filed by Yusuf Naqi through his counsel G M Akhtar, said “the allocation of science and commerce streams have been done in an uneven manner which cannot be justified, thus causing grave injustice and prejudice to the pupils here. There are a total of 41 government schools in central Delhi, wherein only 2 schools offer science stream throughout the entire district, whereas in north east district of Delhi, there are as many as 18 schools out of total 38 which offer science stream at intermediate level ”. The plea also alleged that there are only two schools in central Delhi which have science as a stream in their curriculum. “Though there are government educational institutions offering science and commerce streams at intermediate level, however the distribution of such schools offering both streams is alarmingly uneven and it is evident from the government records that there are ‘shadow pocketsʼ in different regions of Delhi that do not offer science and commerce streams at all, in their academic curriculum,” it said.

Union HRD minister, Prakash Javadekar said that starting next year government will undertake a program with the aim of enrolling 70-80 lakh students of the country in schools who are currently out of schools.“There are about 70-80 lakh children who are not going to schools. We have thought of a plan to address the problem… it will be known as 'school chalo abhiyan’,” Mr Javadekar said while addressing a seminar on International Literacy Day. “Many states have started it already. From next year onwards we will launch it in the entire country with more planning,” he said. He further said that a lot has happened in the country since Independence. At the time of Independence the literacy rate in the country was 14% and today it is 81%. He further stressed that literacy, as we know it today, is not enough and emphasized on bringing the digital literacy to the masses.“When all these challenges are met, we will be able to fulfil Prime Minister’s dream of 100 per cent literacy, digital and otherwise, by 2022,” he added.Minister of State (HRD) Satya Pal Singh also addressed the event and said people to read about India’s history which shows that India led the world in education during the 19th century.“The problem is that we do not read… Thomas Monroe (a British administrator) had written an account in the year 1810, in which he mentioned that India had 100 per cent literacy…,” he said.“We have a lot to do now. I am new to the Ministry but we will plan on what can be done to bring complete literacy,” he added.

The government will initiate a ‘Prime Minister scholarship’ soon under which INR 75,000 per month will be given to the best 1000 talented students for research, said Human Resource Development (HRD) Minister Prakash Javadekar.“We are starting the PM Scholarship, a note will go to the Cabinet soon… (under which) best 1,000 talented students will get Rs. 75,000 per month now,” he said while addressing the convocation ceremony at Manipal University in Jaipur.Javadekar said that there are three reasons which contribute to the brain drain in the country: In foreign countries they get state of the art research labsThey get best scholarships which help them in surviving and maintaining themselvesThey also get the best guidance and now we are bringing all three together in the nation. The Minister said that with Higher Education Financing Agency (HEFA) we are planning to extend the loan of INR 20,000 crore to the educational institutes which will help them in creating the best infrastructure for research here.“So, we will have the best research infrastructure here also, so don’t go there, come here for research,” he added.

With all the protests going on in Tamil Nadu over the death of 17 year old medical aspirant Anitha, Supreme Court told the state Chief Secretary and Home Secretary to maintain law and order in the state and to ensure that no problem arises in the area.The Supreme Court also passed a order following the petition moved by the lawyer GS Mani and said “ anyone involved in any kind of activity that affects life shall be booked under appropriate law. ” On September 1, a 17 year old medical aspirant, Anitha, committed suicide ater Supreme Court ordered the state to give admissions to medical aspirants on the merit list based on the NEET 2017 exam. A PIL was also filed against the protests in the SC seeking steps taken by the state government to maintain law and order in the state and that the protests in the state do not disrupt the normal day-to-day life in the state.Students in Tamil Nadu are furious over the death of Anitha and are protesting in the state on wide scale against the NEET exam. From political parties to film directors and actors everyone is demanding the NEET exam is useless and should be scraped.

The row over the NEET 2017 exam does not seems to end for Tamil Nadu as lawyer’s in Coimbatore boycotted the district courts. The formed a human chain near the courts and demanded the exemption of Tamil Nadu from NEET. They also demanded that the education be shifted from concurrent list of the constitution to the state list. About 150 advocates participated in the protest including 30 women. They protested by raising the slogans and expressed their regrets over the suicide of Anitha, a 17 year old medical aspirant.Not only lawyers but students are also hitting the street, protesting against the NEET exam. Students have been actively protesting in Tiruvallore, Kanchipuram, Coimbatore, Tiruchirapalli and Thanjavur.The government’s art college in Coimbatore has been closed for indefinite period due to continue dharna in a row. The students are demanding that Tamil Nadu be granted exemption from NEET exam as a mark of respect for Anitha.

A student from IIT Kanpur developed a retrofit patient transfer system which won India the James Dyson award. The patient transfer system in named as MAATTAM and is developed by a final year student of IIT Kanpur, Ashish Mohandas, as a final year degree project.After surveying the nurses, doctors and ward-boys Ashish found that majority of hospitals and clinics in India lack the efficient stretcher which can help in transferring the patients from one place to another without pain. “I wanted to design a simple, affordable and retrofit solution which would most appropriately solve the problem of patient transfer in hospitals and create a better experience, every time the patient is getting transferred. It will also ensure evading the problem of spine disorders while shifting,” said Asish Mohandas. James Dayson award runs in 23 countries and for the first time was extended to India. The James Dayson award looks for the designs which are simple and yet have the potential to impact the society in a huge way.This innovation will now compete for the International Winner Award whose results will be declared on October 26, 2017. The prize money for the award is 30,000 euros.

Times Higher Education’s World University Rankings for 2018 were released yesterday. Not only none of the Indian University was featured in top 100 but also, may have dropped down from their previous year’s rankings.In the list only 30 Indian Universities were able to mark their spot in the list with only Indian Institute of Science (IISc), Bangalore to appear in the club of 251-300.IIT-B was placed in the band of 351-400 and four other IITs were placed in the band of 501-600.Below are some of the reasons why Indian Universities are falling behind in international rankings:International Faculty and International StudentsBoth ranking systems, THE and QS, consider the proportion of international students and faculty as factor in determining the world ranking and Indian Universities fall short in both proportions.This year, in the Times ranking, the top spot was secured by Oxford University with 38% students from India and IISC Bangalore has only 1% population of international students.Research volume and citationThe rankings also depend on the research output of the institute, citations, received by the faculty, research funding and ration of students and teacher and various other parameters.When it comes to research funding and citations, Indian institutions are again at the receiving end. As most of the premier institutes cater only to engineering and management disciplines this reduces the volume, variety and scope of research.The research citations are relatively low from Indian Universities because the intake of the students and corresponding faculty in Indian Universities are smaller when compared to the top universities of the world.It goes without saying that the Indian Education system along with the Indian Universities need a complete makeover with more focus on research, research funding and international exposure if India wants its universities in the top 100 in the near future.

Mumbai University to issue mark sheets by September 19



After missing all its claimed deadlines, Mumbai University on Wednesday, told Bombay High Court that it will finish its process of assessing the answer sheets, declaring results and issuing mark sheets for all the UG courses by September 19. Rui Rodrigues, appearing for the university counsel said “We have completed most of the work and are trying to declare all results for regular undergraduate courses by September 19, besides issuing the marksheets. The results for courses offered through distance learning, however, will take some more time.” He also blamed the holidays of Bakri Eid and Ganpati for the delay and said “Several teaching staff remained unavailable for assessment work on account of the holidays”.A division bench of Justice Anoop V Mohta and Justice Bharati Dangre said that at a time of emergency like this, university cannot give reasons like holidays and unavailability of the staff for further delay in declaring the results.Believing the university’s new claimed deadline, the bench also directed the CET (Common Entrance Test) cell to extend its application deadline to September 22.“Such extension is essential for such helpless students, who had made it to the merit list of the Law CET conducted earlier this year, but were unable to secure admissions to colleges of their choice in the absence of their undergraduate mark sheets,” said the court.This time the justice bench asked the university to submit a written statement giving details about the date of completion of assessment, declaration of results, and the delivery of the mark sheets to all students.

Director General of The United Nations Educational, Scientific and Cultural Organization (UNESCO), Irina Bokova announced the names of two laureates for the UNESCO prize for Girls’ and Women’s Education.Two Laureates from Peru and Thailand were recommended by the international jury for their innovative projects which help in advancing the education of girls and women.The Development and Education Program for Daughters and Communities Center in the Greater Mekong Sub-Region (DEPDC/GMS) in Thailand has been recognized for its project named ‘Education and Life Skills Training Program to Help Stateless Children and Women Migrating from Shan State to Thailand’. The project uses education as a tool to impart life skills training to the migrant girls and women so that they can protect themselves from the risks of sexual abuse, labor exploitation and human trafficking. The project also helps women and girls who have fallen prey to such abuses. The project has been recognized as model which can be implemented anywhere in the world and in any country to empower women and girls.The Mini Academy of Science and Technology - MaCTec Peru is also recognized by the international jury as a project to empower the girls in rural areas through quality education.The project is also useful in reducing the gender gap in science, technology, engineering and mathematics (STEM).Each of the organization will receive an award of USD 50,000 at the official ceremony in Xiamen, People’s Republic of China, on 5 September 2017.

Overall ranking of Indian Universities fall in World University Rankings for 2018



World University Ranking was released on Tuesday in which The Indian Institute of Science (IISc) was ranked highest in the nation but overall performance of the Indian institutes witness a decline.In fact, the ranking of IISc also slipped from 201-250 band to the 251-300 band.The fall was attributed to a drop in its research influence and income generated from research. In a similar scenario, IIT Delhi and IIT Kanpur were also knocked down from 401-500 club to 501-600 club. IIT Bombay, however, was able to maintain its rank from 2017 and did not budge from the 351-400 club.IIT Kharagpur and IIT Roorkee were also able to maintain their positions in the 501-600 club.“It is disappointing that India has declined in the Times Higher Education World University Rankings amid increasing global competition,” said Editorial Director of the Times Higher Education (THE) Global Rankings Phil Baty.“As leading universities in other Asian territories such as China, Hong Kong and Singapore are consistently rising up the rankings, in part thanks to high and sustained levels of funding, India’s flagship Indian Institute of Science moves further away from the elite top 200.”He also pointed that Indian institutes are lacking their influence on the internationalization front.“Government policy strictly limits the number of students from abroad who can study in India and prevents international scholars from being hired into long-term faculty positions,” he said.

On the occasion of Teachers’ day, Vice President Venkaiah Naidu urged all the teachers to impart education to the children in the mother tongue.“We as Indians always want to speak in English whether we understand it or not. I am not against English, but one learns better when taught in the mother tongue. We teach our children to say mummy. Why can’t we tell them to say ‘ammaʼ, ‘ammiʼ or ‘maʼ? These words come from within, and not just from the mouth,” said Naidu.He also requested the central government to take steps in promoting the education in mother tongue. “It is important for people of north India to learn languages of the south, and the people from the southern part of the country should learn Hindi and other Indian languages. This will bring in real integration. Bhasha aur bhawna ek saath chalta hai,” he said. He referred to teachers as the trinity gods of Hindu Mythology and asked them that they should continue to learn and not just concentrate of earning.Human Resource Development Minister Prakash Javadekar was also present on the occasion and reminded the 11 lakh unqualified teachers to register and learn through platform Swayam and get their diploma and certificate degrees.“September 15 is the last day to register. If teachers do not register by then, they will lose their job in 2019,” said Javadekar.

Recently, The All India Council of Technical Education (AICTE) directed three private universities to close their colleges after they failed to take the adequate amount of students in their colleges.These colleges include engineering as well as management colleges. Students, which are currently studying in these colleges, can continue their studies but AICTE has instructed the colleges to stop admitting the students for 2017-2018 session. According to the reports, the AICTE has issued the list of Approved Progressive Closed Institutes for the academic year 2017-2018.List of colleges which are being shut down Desh Bhagat Institute of Advanced Computer ScienceDesh Bhagat Institute of Management and Computer ScienceChitkara Institute of EngineeringRIMT Management and TechnologyRIMT Aggarsen CollegeRIMT institute of Management and Technology Gurlabh Singh Sidhu, the secretary of PUTIA said that “if there are colleges where there is no adequate number of students, then it is very difficult to run them and it ultimately affects the future of the students”.He added that with inadequate number of students in the colleges it has become quite difficult for the management to keep running these colleges.He further said that they had already applied in the written to AICTE to close the colleges. Singh is also senior vice-president of Punjab Unaided Technical Institutes Association (PUTIA) and said “it has come to my knowledge that some other managements had also applied for the closure of the colleges”.Speaking on the development of closing the colleges, the chairman of Desh Bhagat Group of Colleges, Dr Zora Singh said that these colleges are being closed down due to inadequate admissions and could not sustain financially.

UT Administrator VP Singh Badnore was invited as a chief guest on the occasion of Teachers’ day which was celebrated by the Education Department at Tagore Theatre Tuesday.Other personalities who were present at the celebrations were Mayor Asha Jaswal, Adviser Parimal Rai, Finance Secretary Ajoy Kumar Sinha, Education Secretary BL Sharma. During the celebrations 15 teachers were conferred with the state awards and 6 other teachers were awarded with the commendation certificates. Recipients of the state award included five lecturers, five TGTs, two JBT, one NTT, DPE and a counselor.Badnore on the occasion said that department is focusing on providing the quality education to the children by constantly improving the education system of the city and by empowering the youth of the state.“The infrastructure of various schools has been improved and new schools with better facilities have been constructed. Apart from this, model of ‘Extended Schoolʼ has been implemented in government schools at Sector 43 and Sector 49 and cluster-based kitchens have also been introduced,” said Badnore.

On the occasion of teachers’ day, a 50 year old Latika Maiti was one of many teachers who were at Vigyan Bhavan to receive awards for their services in the field of teaching but, for Latika, the moment of pride was not as joyful because she has to cross the hurdle of climbing the stairs. Latika is differently abled and use crutches to walk and in the absence of ramp she had to climb the stairs in order to reach the stage. Maiti hails from Purba Midnapore in West Bengal and had to seek the support from others in order to get on the stage..”I did not see ramps anywhere but there was someone who constantly helped me get on and off the stairs,” said MaitiOne of the other awardees, who wished not to be named, said “when you are taking an award and have to seek help from others, it doesn’t feel nice”.This is second time when such an issue has been raised by the teachers. Last time, two years ago the same issue was raised by two teachers namely Satendra Singh, a teacher with the University College of Medical Sciences, and Abha Khetrapal, founder of Cross Hurdles.“We had complained and a closure report was filed. The report by the Department of Empowerment for People with Disability had said that retrofitting will be done to make the space fully accessible,” said Singh.An official from the ministry said that they are not responsible for looking into the arrangements for the ramps.

On the line of Bihar’s Super 30 which helps the unprivileged and underprivileged students in achieving success in engineering, a couple in Rajasthan from Dausa are offering the students free coaching to help them in clearing the competitive exams.These free coaching classes are run by Seema and Vinod for the poor children of the tribal groups and help them in achieving the job of their dreams.After screening they select 60 students for coaching and then guide them in their preparation for the competitive exams held by the government for various jobs. “I appeared in the IAS interview thrice but could not crack it. It was after this that I decided to share my knowledge with the youths who are not able to afford coaching classes,” says Vinod Meena. Seema Meena said that “they faced discrimination but every negative statement motivated us and they managed to dodge past many hurdles. They do not have a registered coaching center and they do not wish to be noted as an NGO”.Chandra Prakash Sharma, a volunteer at the facility said that he teaches in the institute for an hour and this gives him immense pleasure and satisfaction and fill him with the energy.Every month about INR 20,000 are spent on the institute’s rent and stationary and all this comes from their private salary. The classes in the institute last for four hours except Sunday and till now more than 300 students from the institute have secured the various government jobs successfully. “The coaching tips and their simple way of teaching helped in getting the job, which could not have been possible without their help and support,” says Nishu Singh who managed to secure a job as a teacher at a government school. “I, like several others in tribal areas, could not afford coaching classes. The efforts of the couple have made my life. It is a true service to the humanity,” says Ajit Singh Gurjar, who has been posted as a soldier in the Indian Army.

On Sunday, the suggestion to waive the fees of the Madrasa students, who chose to study under the NIOS (National Institute of Open Schooling), was put forward by the National Institution for Transforming India (NITI Aayog). This is a one more effort in the list by the NITI Aayog which aims to modernize the education system of the country and empower the minority community.Niti Aayog said that it will try to bring reforms in the education system by introducing computer labs and libraries.‘Madrasa’ is an Arabic term for the educational institutes which teaches Muslim children. Muslim community is one of the largest religiously minority group in the nation. “Continued efforts should be made to modernize them (madrasas) through curricular reforms and provision of facilities (e.g. computers, labs, libraries). A fee-waiver could also be considered for madrasa students opting for examinations conducted by the National Institute of Open Schooling,” an agenda by NITI Aayog said. NIOS was formerly known as 'National Open School’ and was established in 1989 as an autonomous body under the 1986 National Policy of education.The main aim of the NIOS is to provide education under the long distance mode with a main focus on the minority groups of the nation in order to empower and educate them.

AMID the long delay in declaring the results of the final year students of Mumbai University, a new development has emerged according to which total number of sheets scanned for the online assessment are less than the total number of students who appeared for their final exam. This means that there still thousands of answer sheets which need to be assessed by the university before it can declare the results of the students. Sources in the university said that from the beginning there was a gap in the number of sheets scanned and total number of students. This is one of the main reasons that still thousands of students are waiting for the results to be declared.In alone commerce stream, 10-15 percent students of total 80000 students are awaiting their results. The officials of the university admitted that the delay in the result is because answer sheets could not be traced in the new evaluation system.Another official said that a team of teachers is trying to locate the missing answer sheets, scan them and get them assessed. “Currently, there are around 5,000 such answer sheets,” said the official. Acting pro vice chancellor Dhiren Patel said, “Yes, some answer sheets were not scanned. A team is looking for such answer sheets and getting them scanned. We are doing our best. Students have to be patient. However, scouring through around 18.72 lakh papers to look for particular studentsʼ papers is a time consuming task.”

The Delhi High Court is seeking a reply from the AAP government against the plea which demands the stay on the order of recruitment of teachers in Delhi Subordinate Services Selection Board (DSSSB).The plea asks the DSSSB to withdraw its notice regarding the appointment of the 8,914 school teachers. A notice was also issued by the Justice A K Chawla on the plea alleging that the notice released by the DSSSB for the recruitment of the teachers on August 24 is “illegal and contemptuous in nature”. The board was established by the government of Delhi with a purpose of recruiting capable and highly-skilled teachers by conducting written tests, personal tests and professional interviews. The court has asked the Delhi government to file its response within a week and scheduled the matter for September 21.The plea said that in 2001 order, the court had directed the DSSSB to ‘ensure zero vacancy of teachers in Delhi government schools on the commencement of each academic year’. “Unfortunately, the directions have never been complied with, resulting in accumulation of vacancies of teaching posts since 2011. No attempt has been made by the DSSSB for last several years to fill up the posts and provide regular teachers,” an NGO Social Jurist said in its petition. The plea said that DSSSB issued vacancy notice on August 7 stating vacancies for the 8914 teachers in the Directorate of Education of the Delhi government and 5,906 vacancies for the teachers in the three municipal corporation schools of Delhi.But, DSSSB later withdrew the advertisement regarding the vacancies without informing or seeking the permission from the court.“The respondents have been deliberately and for some political motives delaying recruitment of regular teachers to the detriment of the interest of as many as 23 lakh students studying in schools run by the Government of Delhi and three municipal corporations,” the plea said.

Sanmeet and Neelesh students of Navodaya Vidyalaya on Monday emerged as a winner in the city round of the annual national level CCC Cryptic Crossword Contest 2017. The contest was held in the city of Chandigarh. The venue for the contest was Paragon Convent School in Sector 24-B and prizes for the contest were distributed by the Vice-principal Parv Sandhu Makka. The winner team of the contest will now participate in the year-end grand finale at New Delhi. Chances are that runner-up team may also get a wild card entry in the contest.The winners of the contest will lift the National Crossword Champion trophy.The contest is conducted by the civil society based in Patna, in association with Kendriya Vidyalaya Sangathan, Navodaya Vidyalaya Samiti and Doordarshan.

West Bengal Education Minister, Partha Chatterjee, directed all the schools in the Bengal state to make sure that students do not carry the mobile phones in the school premises or classes.The directive was issued due to increase in the reported number of suicide cases.It was observed that students in the schools were falling victim to the game named ‘Blue Whale Challenge’. This is an online game which gives its player 50 tasks to complete the last task being committing suicide.To prevent such suicide cases, Chaterjee asked the school authorities to keep strict watch on the children in the schools and urged all parents to keep close eye on the activities of the children at the home. In an event, Public Library Day, organized by the Department of Mass Education and Library Sciences, he said, “There are allegations of a number of students getting victimized by the Blue Whale game across the state. It is a matter of concern for us. Schools and the authorities should be on alert”. “The Blue Whale game should be stopped immediately. We have asked the schools to ban mobile phones for students inside schools premises,” he added.Chatterjee further said that 25 government schools in Kolkata have been identified and in these schools UNICEF will conduct workshops on how to use the internet safely. Similar workshop will also be conducted in some private schools as well.
