More than 19,000 schools in Punjab are serving the midday meal to the students by purchasing the cooking material on credits. For more than three months in a row these schools have received no grant from the Punjab government for midday meals.Even the payment of cooking staff post July have not been made by the government. Short on funds, the schools in the state were forced to ask the teachers to arrange the funds or contribute from their own salary in order to keep the scheme running. Schools gave teachers reassurance that their money will be reimbursed. According to the teachers, the shops schools have been purchasing the items on credit have given them the ultimatum and if government did not release the funds, the scheme might be discontinued.Last time government released the grants for the midday meal in the month of May and schools did not receive any grants for the months of June, July, August and September so far.“Although grains are provided directly to schools, vegetables, salt, pulses, oil, fuel etc. are purchased by the schools with a midday meal grant and the payments of the cooking staff are also made from the grant only,” said a Jalandhar-based government school teacher.“We are thankful to our kirana shop (grocery shop) owners who are still providing us required things to cook, otherwise the scheme would have been closed three months back,” said one District Education Officer.

To make people aware of dangers of ragging UGC is holding a film-making contest



UGC is all set to hold a film making contest in an attempt to spread the awareness about the ill practice of ragging and its harmful consequences.A letter in same regard was issued by the UGC to all the vice-chancellors of the university and higher education institutions.According to the reports of HT, the commission will constitute an expert committee which will select the best three films from the entries and awards of Rs 5 lakh, Rs 3 lakh, and Rs 2 lakh, respectively, would be given to the chosen best films.According to the rules the film will be a property of UGC but the credits will be given to the maker of the movie. These movies will be uploaded on the website of the UGC. “The university can promote its students and faculty to develop films on ragging. The entries could be from the university departments and affiliated colleges. The universities, through an internal selection procedure, will select the best entries to be sent to UGC. The films may be documentary/fiction films of about 5-10 minutes,” read the letter by Dr Pankaj Mittal, additional secretary, UGC. Institutes have been asked to participate in the initiative and send the best three entries from their university and institution to the UGC by November 30.“The UGC has also taken several steps, including effective launch of media campaign, for preventing ragging. Films in ragging are also uploaded on UGC website for use by higher education Institutions,” reads the letter.

English Medium Education proposed in SDMC schools



A proposal to impart education in English Medium from nursery and onwards in SDMC schools is proposed by an SDMC panel. With this move the panel is seeking to counter the competition from government schools of Delhi.Under the chairmanship of Sunil Sahdev, the Education Committee of the South Delhi Municipal Corporation (SDMC) discussed number of issues related to the primary schools. Mr Sahdev said the proposal has been made “keeping in mind the demand from parents and advancement of technology and education system in fast-changing times”. “All SDMC schools should be allowed to have one English-medium section in the school. The schools which at present do not having provision for it, will start English medium from nursery and one section from Class-I”, Mr Sahdev was quoted as saying in an SDMC statement.In future the demand for the English medium education will only increase and the students seeking the education in English Medium will also increase so, the number of sections can be increased for such classes, SDMC said.“The prescribed admission rules and regulations will be followed. Children who have studied in nursery class in SDMC schools will be considered for admission in class-I. It is obvious that progressively this English medium section of class-I will reach up to class-V in five years. Subjects in each class of English-medium will be taught as per the practice followed by the Directorates of Education of Delhi government, in their schools,” civic body said.

UGC soon to invite applications for the ‘Institutions of Eminence’



The University Grants Commission (UGC) will start inviting the applications from the institutes of higher education this week. Institutes which are interested in entering the top 100 can apply for the same.Higher Education Secretary K K Sharma said on Tuesday that the window for the applications will remain open for the duration of three months. Once the deadline expires, an empowered committee will evaluate all the entries and then finalize the names of 20 institutions by the March next year. These institutes will be declared as the ‘Institutions of Eminence’. These institutions are proposed to have greater autonomy as compared to other higher education institutes. For example, these institutes will be free to decide their fee for the national and foreign students and can have course duration and structure which suits them the best.They will also be exempted from seeking the government approval before collaborating with the foreign universities except for the institutions which are based in MEA and MHAʼs list of negative countries.Once identified their target would be to break in top 500 bracket in world ranking and eventually in 10 year time in top 100.

IIT Delhi and Bombay in top 200 in QS Graduate Employability Rankings



When it comes to producing employable graduates, two premier institutes of India IIT Delhi and IIT Bombay found their place in the top 200 institutes in the QS Graduate Employability Rankings.The rankings were released on Monday night and both the institutes are in the band of 191-200 band on global scale.In terms of alumni outcomes indicator, DU is in top league.Alumni outcomes indicator indicates how successful a university is at producing the ‘highly achievable graduates’.DU scored 96.6 out of 100 on the alumni scale which is 21 best score in the world. “These results indicate that universities cannot rely on reputation alone. They also need to ensure that they are committed to innovative teaching methods, proactively forge relationships with businesses, and provide numerous opportunities for students to meet potential future employers,” Ben Sister, research director, QS, said in a press release shared on Monday. Overall, the first place was bagged by the Stanford University in graduate employability rankings followed by University of California in Los Angeles and Harvard University.From India apart from IIT Delhi, IIT Bombay and DU IT Madras, IIT Kanpur, IIT Kharagpur, University of Mumbai, Indian Institute of Science also featured in the rankings.

The days of inconveniences for the students of Mumbai University are not over yet as the university still have to declare the results of 8 disciplines.This year the University has missed several deadlines which caused thousands of students of the university a huge inconvenience.“Till August 10, 180 results were declared by the MU. Since then, the university administration as well as the assessment staff have upped their efforts and results of 469 disciplines are out. With this, the results of 3,95,790 students are out while another 57,099 students will get their results soon,” said MU acting VC Dr Devanand Shinde. “Except commerce and IDOL (Open and Distance Learning), results of (other) disciplines and subjects are out. The other subjects include arts, management, technology, law and science where only a small number of papers are yet to be assessed. The University had held 477 exams of various disciplines in its first session,” it stated. The university has also received more than 20,000 applications for the revaluation of the papers and more than 4000 requests seeking the photocopies of the assessment papers.“Besides that, the varsity has given results to 2,630 students on a priority basis as they had applied for universities abroad and needed early results. The results were given on the condition of secrecy, which means the students were asked not to disclose their results,” the varsity said.

The Madras High Court directed the Tamil Nadu government to issue no objection certificate to open Jawahar Navodaya Vidyalayas (JNVs) in the state and said that the state government should not fear that through these schools Hindi language will be forced upon students of the state.According to the reports from The New Indian Express, Justices K K Sasidharan and G R Swaminathan of the Madurai Bench of the Madras High Court order the state to issue NOC for the JNVs within eight weeks.The Central government counsel also made it clear that in JNVs state languages are taught to the students from class 6 to 8 and further made it clear that students of the state will be free to choose the Tamil as an optional subject in class 11 and 12 and Hindi will not be forced upon the students in any way. Earlier, this year in March, Madras High Court issued notices to the Tamil Nadu government and Ministry of Human Resource Development (MHRD) as it was hearing a Public Interest Litigation (PIL) asking to set up JNVs in the state. The petition was filed by Kumari Mahasabha Secretary Jayakumar Thomas. The petition filed in the court said “JNV schools are boarding schools with classes being conducted from class 6 to 12. These schools also give priority to students from rural areas during admission. The petitioner also added that while no fee is charged to students for classes 6 to 8, the schools board charges a minimal fee of Rs. 200 to students of classes 9 to 12.” The JVV samiti responded to the petition and said that there is no co-operation from Tamil Nadu government for setting up JNVs in the state.Thomas asked that if KVs which conduct the classes in Hindi are allowed to run in the state then why JNVs are not permitted too.

For the past six months The Film and Television Institute of India (FTII) has been functioning without the head. The tenure of the former Chairman, Gajendra Chauhan, ended on March 3 this year.It is the responsibility of the FTII society to elect the Governing Council and the Academic Council. Both the councils are responsible for taking important decisions related to the administrative and academic matters. Chauhan was appointed for the post in June 2015, but due to protest against him by the students he could only assume the office in January 16. Meanwhile, the officials from FTII and the Information and Broadcasting (I&B) Ministry have been tight lipped about when the appointment will happen and which personnel are being considered for the post.When asked about the reconstitution of the FTII Society under the Right to Information Act both offices refused to share the information.I&B ministry said that the communication over the issue in possession of the FTII and can be obtained from there, I&B said that disclosure of the communication may “prejudice the appointment itself”.Disposing off an appeal filed in this regard, FTII Registrar Varun Bhardwaj said, “FTII is not authorized to disclose the relevant proposal, as it is under submission to the ministry. In any case, disclosing information at this stage is reasonably likely to prejudice the appointment process itself. Secondly, the sought information also includes personal information which would cause unwarranted invasion of privacy of individuals at this stage.”

For failing to devise a mechanism to treat the large quantities of waste generated and for not complying with the environmental laws, The National Green Tribunal imposed a penalty on the Delhi Technological University (DTU).A penalty of INR 25,000 was imposed on the educational body by the bench headed by NGT Chairperson Justice Swatanter Kumar for not taking the protection of ecology into the account.“Noticee submits that they have received the show cause notice and they have taken steps as were required. However, it is a continuous process and it is assured by the counsel on behalf of noticee that in future also they will comply with all steps and install requisite anti- pollution devices. "The payment should be made within two weeks to Delhi Pollution Control Committee, failing which the same shall be recovered as arrears of land revenue by the concerned,” the bench said. Earlier, NGT also imposed an environment compensation of INR 25,000 each on Vivekananda Mahila College, Shaheed Sukhdev College of Business Studies and Shyam Lal College for similar reasons and directed them to install anti-pollution devices within three months.The committee further said that in the event of default, these colleges will be liable to pay environmental compensation of INR 5 lakh and shut down.

Prestigious government institutes can now admit extra foreign students



According to the country’s higher education regulator, the government’s ‘Institutions of Eminence’ will be free to admit more foreign students, fix their fees and ink collaboration with the foreign universities without the prior approval from the government of India.As of now, the government has declared a total of 10 institutes as 'Institutions of Eminence’.According to the new guidelines framed by the University Grants Commission (UGC) for the 'Institutions of Eminence’, these institutes will be free to add additional foreign students on merit subject to 30 percent of the strength of admitted domestic students. “Academic collaborations with foreign higher educational institutions ranked in top 5OO in global rankings would be exempt from government approvals except with institutions from negative list of countries determined by the Ministry of External Affairs/Ministry of Home Affairs,” a senior UGC official said. “The Institutions of Eminence shall have complete flexibility in fixing of curriculum and syllabus, with no UGC mandated curriculum structure. They will also have freedom to offer online courses as part of their programs with the restriction that not more than 20 per cent of the course should be in online mode. However, this 20 per cent restriction would not preclude the institutions from offering certificate courses entirely through online mode,” the senior UGC official said.“These 10 institutions would be a mix of technical institutions, management and arts institutions and central universities. They should figure in the top 50 of the ranking in their category under the latest National Institution Ranking Framework (NIRF),” the official added.

Results of 13 subjects which are taught at the University of Mumbai are yet to be declared. Amid all the chaos and delays in declaring the results of the undergraduate and postgraduate exams, the fact, the despite the red flag raised by the the office of university chancellor and Governor of Maharashtra, Ch Vidyasagar Rao, the university went ahead with the on-screen assessment process.The delay in the results was anticipated by the chancellor’s office because scanning 18 lakh copies for assessment would be time consuming task. Almost a week before, the university appointed the agency for the on-screen assessment of the answer sheets, the chancellor’s office wrote to the vice-chancellor Sanjay Deskmukh in which the possibility of a delay in announcing the results was mentioned. The governor has asked for a factual reports on the issue of implementing on-screen assessment, appointing the agency for the task and delay in the assessments.“We wanted a fair inquiry, which is why the committee members were not from within the NIOS system. They submitted their findings about 20 days ago, based on which I have recommended a proper investigation,” said Sharma.

After the brutal murder of a student in Gurgaon, the education department of Lucknow has asked the schools to take strict measures to ensure the safety of children and also asked to ban the use of smartphones by drivers and conductors.Schools have also been asked to ensure that children do not bring any sharp edged instrument along with them in school transport. The orders came after a school boy was found murdered in Gurgaon School. The dead body of the boy was found in the school toilet with his throat slit. As of now, police have arrested the school conductor in relation to the case. District Inspector of Schools Mukesh Kumar Singh told PTI that the use of smartphones by the drivers and conductors have been banned many times because many times smartphones are used to show objectionable content to the children.“We have also asked schools to ensure that sharp edged items are not there is school vehicles. This will be ensured by checking both by schools and the department,” the DIOS said.

In order to keep the innocent children away from the game ‘Blue Whale Challenge’, education department of Lucknow has banned the smartphones in the schools. 'Blue Whale Challenge’ is an online dare game which has been linked to the deaths of various teens across the world. Guardians of the children have also been warned to keep an eye on their ward to make sure that they are not engage in the game at home. The orders came after the reports of 14 year old boy, Adityan Vardhan, hanging himself in his room in Indira Nagar became public. His death was linked to the game 'Blue Whale Challenge’.“Use of smart phones by students in schools has been banned. For this, directives are being issued to randomly check students while teachers and parents have also been asked to monitor activities of children,” District Inspector of Schools Mukesh Kumar Singh told PTI.“We are also asking school authorities to randomly check students. If a child appears tense or abnormal, it should immediately be noticed and he should be counseled”, he said.Director General of Police Sulkhan Singh has also asked the officials to be in contact with the school authorities to make sure that children are being prevented from playing the game.“Taking cognizance of the suicides, the Information Technology Ministry had also directed social media giants such as Facebook, Google and Instagram to remove links of the controversial game from their sites,” the DGP said.

“It is not acceptable to us, since we feel that this is a clear attempt of saffronization of education,” said West Bengal Education Minister Partha Chatterjee.The West Bengal government refused to follow the orders of the University Grants Commission in which asked all the vice chancellors of universities and heads of higher educational institutions to provide the facility to teachers and students to see the Prime Minister’s address on September 11.On the contrary, West Bengal Education Minister Partha Chatterjee said that this is the attempt of the government to saffronise the education system. West Bengal Education Minister Partha Chatterjee said “The Centre cannot do it without informing or without taking the concurrence of the state government concerned. It is not acceptable to us, since we feel that this is a clear attempt of saffronisation of education. The colleges and universities in the state got puzzled by the UGC circular and they approached us regarding it. I clearly told them that there is no necessity to adhere to the UGC directive”. “There has been no discussion with the state government regarding this matter. And the UGC is sending instructions directly to state-run universities despite there is an education department of the state government” he added.The minister also criticized the center for putting the Pandit Deendayal Upadhyaya and Swami Vivekananda on the same move and said that it is a wrong move.“Vivekananda is a global figure and the move to keep him on the same platform with Deendayal Upadhyaya is not a correct move,” he said.The UGC had asked the institutions to identify the common places where inside their institutions where they can watch the PM’s speech on September 11.

Jharkhand’s target to achieve full literacy rate by 2020



Jharkhand state aims to achieve full literacy rate by the year 2020 said, Jharkhand Chief Minister Raghubar Das.Speaking on the occasion of International Literacy Day said that about 32 lakh people have become literate in the state under his government rule.Das said “the state has set a target of 2020 in order to be fully literate, two years prior to Prime Minister Narendra Modiʼs target of 2022 to make everyone in the country literate”. According to the CM, censes of 2011 shows the literacy rate of state at 66.41 percent which highlights the challenge which the state is facing with regard to its literacy rate. He pointed that only through literacy it possible to have a complete development of the state and said “Jharkhand needs to achieve full literacy even among its woman and the tribal population. He said that though the target has been set, the goals can only be achieved if the society puts in a helping hand”.The Chief Minister also urged the literate population of the state to contribute in teaching the illiterate masses of the state so that the target of making the full state literate can be achieved soon.

Delhi HC issues notice to schools for the lack of facilities in government schools



In response to a plea, the Delhi HC recently issued a notice to the Centre, the Delhi government and the CBSE. The plea claimed that facilities in the Delhi government schools are inadequate at the senior secondary level.The court asked the authorities to file their replies and scheduled the next hearing on November 28.The plea was filed by Yusuf Naqi, according to which lack of facilities meant that students were unable to choose a profession of their choice. The plea mentioned that there are 41 government schools in the Central Delhi and only two of them are offering the Science as a stream. As a result of this, children who want to study science have to travel outside their districts to the institutions which are sparsely located and overcrowded. The plea said that according to the government records “there were shadow pockets in different regions of Delhi, where the schools did not offer science and commerce stream in their academic curriculum”.Such a non-uniform distribution of the schools is nothing less than the injustice and prejudice to the students.The plea further said, the court can issue directions to the authorities to submit a blueprint of the solution within 15 days. The plea also said that authorities could provide free transportation facility to the students who have to travel more than 3km and provide a minimum relaxation of 20% in minimum attendance.
